Rev. Dr. Fred Okhimamhe is a native of Iraokhor,Edo State, Nigeria. He was saved in 1973 and was called into the ministry in January 1975. He pioneered an outreach ministry in 1981 called Etsako Christian Association Inc which has branches in over 15 states in Nigeria. God mandated him to start a Church in March 19,1989. The Church has planted 15 other Churches as at 2008 with over 30 pastors under his leadership.He was ordained in November 1989 and was consecrated a Bishop by the Kingdom Of God We Care Ministries,USA in the year 2000. He is currently the President / Bishop of the Gospelwatch Ministries Incorporated and the Living Gospel Outreach Church International Incorporated. He is the current President/Founder of the Victory Bible Training Institute and Seminary in Auchi. He is a fellow of the World Mission Foundation Bible Institute.He was made an Honorary Citizen of the City of Natchez, Mississippi, USA in November 9 ,1999 by the Mayor of the City,Mr Larry Butch. He is a licensed and ordained member of the International Ministerial Council of Great Britain, London.

Outreaches / Conferences / Seminars
With a great burden in his heart, Bishop Fred Okhimamhe launched several evangelistic and church planting programmes. A City- wide crusade was organised in March 2003 with Rev. Ayo Oritsejafor of the Word of Life,Warri as the Guest Speakers..
Conferences:
The Annual National Conference of the Ministry is always the 3rd week of March. Leadership / workers Conferences are also organised to equip leadership. National Men's, Youth's, Women's, Agape, Triumphants Sisters and Royal Ambassadors Conferences are also organised yearly. In 1991, God mandated him to establish a Bible College in the Muslim dominated community of Edo State, Nigeria to raise labourers for the vineyard. In 1992, the Victory Bible Training Institute and Seminary was established to raise indigenous ministers fhat will care to reach the indigenous people groups for the kingdom. An Annex of the Campus was also opened in Igarra, Akoko Edo Local Government in 2001. College Programme: Diploma in Bible / Theology
Duration: 2 Years 2 programmes are run: a). Full time Diploma in Bible / Theology b). TEE/Distant Learning program (Diploma ). The College is a center of excellence in theological training with several years of experience. It is pentecostal and interdenominational oriented.. It runs over 29 courses.
